Description TeleSolv is seeking an experienced Data Management and Governance Specialist to support a Government Medicaid modernization initiative. The selected professional will provide data definition, governance and management expertise and support the development of foundational Medicaid data-management deliverables, including a data catalog, data lineage, interface registry, Interface Control Documents (ICDs), an Interface Management Plan, a Data Governance and Management Plan, and recommendations for supporting tools.\n

Key Responsibilities \n
\n - Conduct requirements gathering with Government IT resources and other stakeholders regarding data sources, current data mapping and interface structures.
\n - Develop a Medicaid-related Interface Registry covering applicable Medicaid applications.
\n - Create Interface Control Documents for interfaces in the registry that do not already have associated ICDs.
\n - Develop a Medicaid-related Interface Management Plan.
\n - Create Medicaid-related data modeling and a data warehouse structure if one does not exist.
\n - Develop a Medicaid data catalog and data lineage.
\n - Develop a Medicaid Data Governance and Management Plan in consultation with Government resources.
\n - Work alongside Government Medicaid staff to understand system-to-system interactions and data flows, including movement, reporting, storage, organization and security of data.
\n - Recommend improvements to existing data governance and management practices, ICDs and other data-control documentation and tools.
\n - Identify risks associated with existing data management and interface structures.
\n - Recommend opportunities to streamline data management, data sharing, data governance and system integration, including issues involving data inconsistencies, integration, security or compliance.
\n - Prepare monthly status reports covering work performed and associated timelines.

Skills, Knowledge & Expertise \n
\n - Proficiency with relational SQL and NoSQL database technologies.
\n - Expert-level knowledge of Microsoft Purview.
\n - Deep understanding of enterprise database management and design best practices.
\n - Experience with data-modeling tools such as ERwin or ER/Studio.
\n - Experience developing conceptual, logical and physical data models, data catalogs and data lineage.
\n - Knowledge of data-governance frameworks and best practices, including experience implementing data-governance programs.
\n - Understanding of business-intelligence concepts.
\n - Strong analytical and communication skills.
\n - Proficiency with modern tools.
\n - Knowledge of user interface and user experience.
\n - Experience writing Interface Control Documents.
\n - Knowledge of design principles.
\n - Ability to troubleshoot and optimize interface functionality.
\n - Practical software-development and interface-design experience.
\n - Ability to support seamless project delivery.
\n - Familiarity with industry-specific control-system software and tools.
\n - Strong project-management skills and experience managing multiple projects.

Minimum Qualifications \n

Background Investigation: This position requires that you obtain a background investigation. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.\n
